Allocating heating costs on an individual basis: How to convince your condo association?

In buildings with central heating, bills have long been calculated on a pro-rata basis according to apartment size. This method does little to encourage residents to reduce their heating consumption, since individual efforts are quickly lost in the collective bill.

For nearly 20 years, the individual allocation of heating costs has been a legal requirement (except when technical or financial constraints are too significant). It reduces heating consumption by about 15%, and three-quarters of residents say they change their habits once it is implemented.
