- The number of inhabitants cannot be zero or less than 1. You are the first inhabitant of your home. As the footprint of the home and other items such as household appliances are divided by the number of inhabitants, it must be greater than 1. We therefore do not take into account empty homes that you own, or rented accommodation in which neither you nor anyone else lives.
