We assume that someone who does not own a car already manages without one for short journeys.
We have also decided not to offer this initiative to people who state that they only drive a very small number of kilometres by car each year.
Finally, we do not offer this initiative to people who regularly use active transport or public transport. We also propose excluding drivers who, on average, have more than three people in their car, as this suggests that the journeys are long trips with family or friends.
